ASEC. DEXTER A. GALBAN, RN, RBP, MD, MBA, MPM

ASec. Dexter A. Galban, RN, RBP, MD, MBA, MPM is a public servant, health professional, social impact entrepreneur, corporate trainer, and NGO adviser who currently serves as Assistant Secretary for Operations of the Department of Education. 


He earned his Doctor of Medicine & Masters in Business Administration (MD-MBA) double degree and Master in Public Management (MPM) from the Ateneo de Manila University. He is also a registered business professional (RBP) of the Chartered Association of Marketing & Business Professionals and a registered nurse (RN) from the University of the Philippines.  A Career Executive Service Written Exam (CESWE) 2nd placer, he is also a registered business professional (RBP) of the Chartered Association of Marketing & Business Professionals, he is also a registered nurse (RN) from the University of the Philippines.


A finalist of The Outstanding Young Men (TOYM), a former global panel member of United Kingdom-based Restless Development, one of the Top 5 United States Young Southeast Asian Leaders Initiative (YSEALI) Top Future Professionals in the Philippines, and a Sigma Theta Tau International Honor Society of Nursing inductee, he is a former International Digital Solutions Expert of the Asian Development Bank (ADB) and a member of the consultation pool of Governing Health Futures 2030 by The Lancet, Financial Times & Wilton Park.

A national adviser and former officer of several NGOs and CSO championing health, good governance, youth empowerment & sustainable development, he has been a member of the UN Sustainable Development Solutions Network - Youth (UN SDSN Youth) Philippines' COVID-19 Project Management Team, a former consultant of Health Care Without Harm - Southeast Asia, and a former Technical Working Group member of the UN Population Fund (UNFPA) Philippines.

With over 13 years of management experience in government, private firms, and civil society organizations, he led both the digital health enterprise Alaga Health Inc. and the training & management consultancy firm Experto PlayLabs International Consultancy Inc. as their Founder & Board Chairperson. He also served as Medical Editor of Hello Doctor, the Philippine hub of the international Hello Health Group.

In 2019, he was appointed by the President as the youngest Commissioner of the Board of Commissioners of the Commission on Population & Development (POPCOM) under the National Economic & Development Authority (NEDA). In 2022, he was appointed as the Assistant Secretary of the Department of Education, under the guidance of the Vice President and Secretary of Education.
